suspensionには「停止」「一時的な中止」という意味があります。なので、business suspensionで「休業」「営業一時停止」となります。
コロナに国や自治体による接客業などへのいわゆる「休業要請」はbusiness suspension requestなどと表します。
Due to the business suspension request from the metropolitan government, the store will be closed.
（都からの休業要請により、店を閉めます）
のように使います。suspensionの代わりに「閉店」「閉校」などを意味するclosureを使うこともあります。
